Reliance Netconnect speed problem

Hi, I am using Reliance Data connect from more than 2 years and experiencing speed issue at many places, there are very few places where Data Connect works better, but most of the places it doesn't even work at speed of 512 kbps whereas company claims broadband+ speed as 3.1 mbps, I never got that speed even if we have full network range. I think there is lot of competition in the market accordingly relince should improve their service as far as Datacard is concern. Thanks
