Dis-satisfactory performance

I have been sold reliance datacard with the assurance of high speed but after 5 days I came to know from reliance customer care that there is congestion problem in the area and hence the performance will be affected. I have not given this idea at the time of buying the product. This is unacceptable. But now as I have already paid for the device I have no choice but to use it as is. Can this be addressed anywhere??? New buyers please beware of these facts about reliance...
